Anyways, since you said terrorists, law enforcement agencies will contact the site owner with a legal notice asking them to hand over IP addresses of the target. Recently, some illegal activity was going on in the TOR network, so FBI used ethical hacking programs to collate IP addresses and login details of US based perpetrators. So the options are many for the govt. But for common ppl there aren't as many options.
fbi have to ,because tor network and openvpn is not easy to trace anything,but i wnt to tell you that govt ask site for ip address ,but site owner can refuse (since you knwo about hacking and interest in networking ,you should know the case of freedomhosting ,distributing child porn ,fbi asked for the ip address of people but refused,so fbi have to shutdown that)
it will be users mistake if they getting traced while using tor network or openvpn
but why even we are agruing over a simple question,when we both agree its impossible to trace the origin of picture
by the way i use openvpn over tcp because tor netwrok is too much slow
